The republicans (thanks to Frank Luntz), and especially the Bush administration (thanks to Karl Rove), were incredibly adept at getting out their message and shaping the national debate by the language they used. Nothing was by accident, and everything was geared to evoke certain thoughts and feelings.
I don't know why, after more than a dozen years of getting their asses whipped, the democrats can't be less naive in their ability to communicate.
It's hard to say if their use of "unprecedented" is as deliberate as this article suggests, but if so, it's a smart move to soften criticism from those who argue he's not working fast enough to solve all the problems he inherited.
